Identifying and Prioritizing Factors Affecting the Development of Chabahar Port to become a Hub Port

The current research has been conducted with the aim of identifying and prioritizing factors affecting the development of Chabahar port to become a hub port. Effective factors were identified using previous studies, field studies and consultation with experts in the industry. The method of conducting the research is descriptive-survey in terms of implementation and applied in terms of purpose, which was done quantitatively. The statistical population includes professionals, employees, personnel, managers and customers of Chabahar port. Due to the fact that the sea and port industry has been selected with a specific case study, 12 respondent were selected as a sample. The researchers classified the identified 34 sub-factors into 5 main categories (port infrastructure & superstructure, economy & hinterland, services & facilities, geographical location and management & government policies). Then, using the Fuzzy Delphi method, the factors were localized and after analyzing the opinions of the experts, 19 sub-factors accepted and weighted and prioritized using the Fuzzy Anlytic Hierarchy Process method. As a result, the priority of the main factors affecting the hubbing of Chabahar port were determined; Management & government policies, port infrastructure & superstructure, economy & hinterland, services & facilities and geographical situation. Also, among the subsidiary, proximity to the main shipping routes, the centrality of the port compared to other ports, and the depth of the wharf have been ranked first to third, respectively.
